Subject: Upcoming legislation before Mansfield City Council
Mayor Don Culliver announces the following projects will be discussed before Mansfield City Council on Monday, April 18, 2011:
2011 Pavement Marking Program. The city proposes to solicit bids and enter into a contract to re-stripe 18 miles of thoroughfares throughout the city. The work is estimated to cost $80,000, which will be funded by the city’s share of the county permissive sales tax revenues.
2011 Supplemental Street Resurfacing Program. The city proposes to solicit bids and enter into contracts for the resurfacing of an additional four (4) miles of streets and alleys inside the city. This work, estimated to cost approximately $900,000, is in addition to the 11.5 miles recently awarded to Kokosing Construction Company of Mansfield. The city is able to add more streets to the resurfacing program this year because of the competitive prices received from both Kokosing and Shelly & Sands. This will bring our total program in 2011 to 15.5 miles. This project is funded by the ¼ of 1% Street Resurfacing income tax, also known as the “Pothole Haters’ Tax.”
The Ashland University College of Nursing, to be located at the southwest corner of Trimble Road and Marion Avenue, has requested a license from City Council to extend, at the college's expense, a public water line in to their property to enhance fire protection for their new facility. Construction of the new facility is expected to begin later this year.
City Council will be briefed on the status of two energy saving projects. The city is considering an arrangement where a private entity constructs a solar panel array at the Wastewater Treatment Plant on South Illinois Avenue. The power generated by the array would supplement the treatment plant’s power supply from Ohio Edison. An additional component of the project involves making electric transformer improvements to the Municipal Building at 30 North Diamond Street. The combined savings from the improvements are estimated to be approximately $25,000 per year.
