In an effort to enhance transparency in financial reporting the Finance Department invites you to explore our new OpenGov site to gain a better understanding of Mansfield’s financial data. Our new OpenGov site allows you to explore the City’s current and historical finances in a simple graphical interface. Each graph, chart, or table is interactive, dynamic and shareable. Below you will find some frequently asked questions that we hope will help you maximize the potential of the OpenGov site.

Question and Answer

Q: What is OpenGov?

A: OpenGov is a financial transparency website which displays the City’s finances currently and over a five (5) year period. The default view displays the City’s current year’s monthly actual revenue and expenses.

Q: How do I select the data I want to see?

A: To focus on specific data - like a fund, department, expense type, or any combination - use the menu on the left side panel. The "By" drop-down allows you to specify which breakdown you want the graphs and table rows to represent on the graph. You can analyze the expense and revenues data by fund, department, project, or type.

Q: Can I select more than fund or departments?

A: Yes. Use the Data Filter on the left side panel to make specific selections within the data. The Data Filter shows you the hierarchical relationships of Funds, Departments, and Account Types. You'll notice the title of the graph you are viewing on top along with the account type selector. You can use the filter to see the data of most interest to you.

Q: How do I see the actual numbers within the graph?

A: Hover over any area of the graph to see the actual or budgeted amounts for that period. Or, just scroll down to see a table with detailed information.

Q: Can I see the data in a different graph?

A: Yes. Use the Data Filter on the left side panel to make specific selections within the data. The Data Filter shows you the hierarchical relationships of Funds, Departments, and Account Types. You'll notice the title of the graph you are viewing on top along with the account type selector. You can use the filter to see the data of most interest to you.

Q: Is there an OpenGov How-to Guide?

A: OpenGov How-to Guide: OpenGov allows you to explore budget and historical finances in a simple graphical user interface.

  • You'll notice the title of the Report you are viewing in the top left corner.
  • Click on Saved on the left-hand side to view a list of common or favorite views on each report.
  • Select Filter to display key menus.
  • You can use the Show drop-down to select the data that is of most interest to you.
  • Use the Broken Down By drop-down to specify the category you would like the data organized by in your chart or graph.
  • Select the Filtered By option to view the data filters. These filters will allow you to select exactly which data you want to include, or exclude, from your graph or chart.
  • Use the Search function within each filter to find exactly what you are looking for.
  • If your organization has uploaded multiple years of data, a Fiscal Year slider will be present below the Filtered By menu. Move the sliders to choose the fiscal year(s) of data you would like to see.
  • There are five different types of visual representations of the data:
    • A stacked percentage graph to see percentage changes over time.
    • A stacked line graph to visualize overall trends over time.
    • A line graph overlaying each trend over time.
    • A pie chart to view percentage breakdowns by year. To view data for other years, move the slider below the pie chart.
    • A bar chart comparing trends and percentage breakdowns over time.
  • Below any chart or graph, you can view a Table detailing the financial information in the visualization above.
  • Use the Help drop-down in the top right corner to:
    • View a short How-To Guide with tips on navigating the platform.
    • Recall the Welcome Screen.
    • View a short Multi-Fund Accounting 101 primer with basic information on multi-fund accounting.
    • Contact the administrators of the account.
  • Use the Share drop-down in the top right corner to:
    • Share your customized graph or chart through social media.
    • Send a link to your customized graph or chart through email.
  • Use the Download drop-down in the top right corner to:
    • Download an image of the graph or table as a .png file.
    • Download a spreadsheet as a .csv file.

Q: Can I save and or share the data I am looking at?

A: Yes, there are Share and Download buttons in the upper right corner. You can share any view on a social network or by email. There are also options to download the displayed data in .csv spreadsheet and .png image formats. Additionally, you can copy and paste the url at the top of the page you are viewing.

Q: How do I learn more about government accounting?

A: Click and drop down the Help menu on the top right corner to navigate to the "Multi-Fund Accounting 101" primer to learn more about government accounting.

Q: I have a question. How do I contact the City?

Important Changes for Tax Year 2016

The Interest Rate that will be applied to all unpaid income tax, unpaid estimated income tax and unpaid withholding tax will be 5% per annum.

 

 

Employer’s return of tax withheld from employees:

Filing due dates and frequency of filing standards have been changed to be in compliance with recent changes enacted by the State of Ohio. 

Semi-Monthly filers: You are required to file semi-monthly, if during the previous calendar year the tax exceeded $11,999.00, OR, if the total tax in any month of the preceding calendar year exceeded $1,000.00.  The payment due date for the first 15 days is the 3rd banking day after the 15th, for the 16th through the end of the month, the payment day is the 3rd banking day after the last day of the month.  Payments are to be made electronically.

Monthly filers: You are required to file monthly if during the previous calendar year the tax exceeded $2,399.00, OR if a total in any month of the preceding calendar quarter the tax exceeded $200.00. The payment due date is 15 days after the last day of the month.

Quarterly filers:  If you are not required to make semi-monthly or monthly payments.  The due date is (postmarked) 15 days after the end of each calendar quarter. 

 

 

Estimated tax payments:

Filing due dates and the threshold for having to make estimated payments, have changed to be in compliance with recent changes enacted by the State of Ohio.

The threshold for filing a declaration has been raised to $200.00.  “… every taxpayer shall make a declaration of estimated taxes for the current taxable year, on the form prescribed by the tax administrator, if the amount payable as estimated taxes is at least two hundred dollars.”   

The 4 due dates are, “the 18th day of the 4th month after the beginning of the tax year, the 15th day of the 6th month after the beginning of the tax year, the 15th day of the 9th month after the beginning of the tax year and lastly the 15th day of the 12th month after the beginning of the tax year.

 

 

TAXPAYERS’ RIGHTS AND RESPONSIBILITIES

 

“Taxpayers' rights and responsibilities” means the rights provided to taxpayers in sections 718.11 , 718.12 , 718.19, 718.23, 718.36, 718.37, 718.38, 5717.011 , and 5717.03 of the Ohio Revised Code and any corresponding ordinances of the Municipality, and the responsibilities of taxpayers to file, report, withhold, remit, and pay municipal income tax and otherwise comply with Chapter 718 of the Ohio Revised Code and resolutions, ordinances, and rules adopted by a municipal corporation for the imposition and administration of a municipal income tax.

These rights and responsibilities include, but are not limited to, the following:

The municipal corporation shall maintain a Local Board of Tax Review to hear appeals of the taxpayer on assessments issued by the Tax Administrator.  The Taxpayer or the Tax Administrator may appeal the Final Determination of the Local Board of Tax Review.

Civil actions to recover municipal income tax, penalties and interest have time limits.

Taxpayer has a prescribed manner in which to request a refund from the Tax Administrator.

Taxpayer has a required responsibility to timely and accurately file annual returns, reports, documents, and to timely remit all taxes due on such annual returns, reports, documents and filings.

At or before the commencement of an audit (where the tax administrator has ordered the appearance of the taxpayer), the Tax Administrator shall inform and provide the Taxpayer with certain information regarding the audit.

Taxpayer has a required responsibility to allow examination of their books, papers, records, and federal and state income tax returns by the tax administrator.

Taxpayer has certain recourse if aggrieved by an action or omission of the Tax Administrator, their employee or an employee of the municipal corporation.

The Income Tax Division has staff available to assist you in completing your city income tax return. The Filing deadline for the City of Mansfield is April 15. Filing is mandatory for all residents. For residents with rental or wage income the tax rate is 2% with a credit of up to 1% for taxes paid to other cities. You may obtain forms by calling (419) 755-9711, or by downloading them from this website. You may send completed forms to the address listed below. A drop box is available on the 1st floor of the Municipal Building. 

 

 

You Must File

  • If you work in the city of Mansfield and Tax is not withheld by your employer.
  • If you are a resident of the city and at least 18 years of age.

You Do Not Have to File

  • If you are neither a resident of the city of Mansfield nor work in the city.
  • If you are a non-resident of the City of Mansfield, but work in the city and taxes are withheld by your City of Mansfield employer.
  • If you have not reached the age of 18 (eighteen) by December 31 of the tax Year.
